TERMS OF REFERENCE

Ministry of Information Technology and Telecommunication is entrusted to formulate policies aimed at improving the National Information and Communication Technology (ICT) Infrastructure and Services, to transform Pakistan into a knowledge-based economy by ensuring provision of reliable and affordable information and communication technology enabled services.

In pursuit of institutional excellence, strategic coherence, and optimal development impact, the Ministry of Information Technology and Telecommunication (MoITT), Government of Pakistan, has resolved to establish a dedicated Project Management Office (PMO). For the purpose, Ministry IT&T invites applications from dynamic professionals for the post of CHIEF (PMO) MP-I SCALE.

The Chief PMO will be responsible for tracking and reporting progress on key IT & Telecom sector indicators and initiatives. This includes monitoring targets related to IT exports, workforce development, training programs, and strategic actions like 5G rollout, Fiberization, Internet provision/improvement and policy reforms. The role involves regular performance reporting, stakeholder coordination, and ensuring timely achievement of monthly, quarterly, and annual goals under the IT & Telecom SectorDashboard.

The PMO shall serve as a professional, policy-aligned, and performance-oriented body, empowered to ensure that investments in ICT and digital infrastructure yield maximum socioeconomic returns, promote national digitization goals, and catalyze inclusive growth.

JOB SPECIFICATION

QUALIFICATION:Ph.D in (Project Management, Public Administration, ICT, Engineering, Economics, or related field) from HEC recognized local or international university of high ranking.

OR

Masters Degree in (Project Management, Public Administration, ICT, Engineering, Economics, or related field) from HEC recognized local or international university of high ranking.

EXPERIENCE:

Candidates with Ph.D are required to have seven (07) years professional experience in the relevant field including three (03) years of senior management level positions.

Candidates with Master\\\\\\\'s Degree are required to have nine (09) years professional experience including three (03) years of senior management level position.

The potential candidate is expected to:

Domain Expertise:- Demonstrated experience managing complex digital transformation projects, preferably within government, international development agencies, or the telecom/technology industry.Project & Stakeholder Management:- Strong background in results-driven project management and coordination.Strategic Insight:- In-depth knowledge of ICT industry trends, digital governance frameworks, and the national digital policy landscape.

AGE LIMIT:

Maximum 62 years (to be calculated as on the closing date of submission of applications)

DURATION:

Appointment of the Chief (PMO) shall initially be made on contract for three (03) years which will be extendable for a further two years (year to year basis) on the recommendation of Performance Evaluation Committee in accordance with prescribed performance evaluation of MP Scale Positions.

JOB DESCRIPTION/KEY RESPONSIBILITIES:

The potential candidate is expected to:

  • Strategic PMO Leadership: Establish and lead the PMO as a center of excellence for IT & Telecom initiatives under SIFC, sectoral objectives, targets/projects, developing its vision, processes, and team capacity to effectively drive ICT/telecom initiatives in line with MoITTs strategic objectives.
  • Project Design & Planning: Identify, conceptualize, and plan a portfolio of innovative digital projects. Develop robust project proposals and implementation roadmaps that align with national priorities and stakeholder needs, ensuring each project is well-designed for impact and sustainability.
  • Project Execution & Monitoring: Oversee the full lifecycle of projects from launch to completion, including execution, monitoring, and evaluation. Ensure timely implementation of initiatives / project activities, track progress against milestones, and institute rigorous performance monitoring and evaluation (M&E) practices to measure outcomes.
  • Governance, Risk & Quality Assurance: Establish and enforce strong project governance standards, risk management strategies, and quality assurance mechanisms across all initiatives. Proactively identify and mitigate risks, and ensure each project adheres to high quality standards and accountability frameworks.
  • Stakeholder Engagement: Engage and coordinate with a wide array of stakeholders to drive project success. Foster strong partnerships with government agencies, industry players, and especially donor organizations and development partners to secure funding and technical support.
  • Strategic Advisory: Serve as a key advisor to MoITTs senior leadership (Minister and Secretary IT & Telecom) on the initiatives, sectoral objectives & non-PSDP project portfolio. Provide insights and strategic recommendations on project selection, policy alignment, and resource allocation to maximize development impact and ensure coherence with broader digital economy initiatives.
  • Cross-Functional Coordination: Collaborate closely with other leaders and divisions to ensure no duplication with other digital initiatives.
  • Performance Reporting & Compliance: Ensure comprehensive required documentation and reporting. Oversee the timely preparation and submission of all required reports, proposals, and evaluations to relevant authorities and funding partners.
  • Institutional Capacity Building: Champion institutional learning and improvement within MoITT and partner organizations. Introduce best practices in project management, build internal capacities through training and mentorship, and drive continuous process improvements.

DISQUALIFICATION:

No person shall be eligible for appointment as Chief (PMO), who:


  1.  has been or is dismissed from service as a consequence of disciplinary proceedings;
  2.  has been or is convicted by a court of competent jurisdiction for an offence involving moral turpitude;
  3.  either at the time of appointment as Chief (PMO) or thereafter during such appointment was not or is not a citizen of Pakistan; or
  4.  Benefits from the National Reconciliation Ordinance, 2007 (LX of 2007).
  5.  either at the time of appointment as Chief (PMO) or thereafter during such appointment was not cleared by designated clearing agency, the offer of appointment will be treated as with-drawn ab-initio; or
  6.  either at the time of appointment as Chief (PMO) or thereafter during such appointment the educational credentials of the selected candidate are found to be bogus, his/her appointment shall be treated as with-drawn ab-initio.



MANNER OF APPOINTMENT:



  1.  The appointment shall be made as per prescribed procedure of appointment in MP-I Scale position.
  2.  The vacancy of the Chief (PMO) shall be uploaded by the Ministry of IT and Telecom on its website and also advertised at least in two national leading newspapers of nation-wide circulation.
  3.  A shortlisting Committee shall shortlist the candidates for interview.
  4.  The Selection Committee/Board for appointment in the MP Scale shall recommend three most suitable candidates out of the shortlisted candidates for approval of the Prime Minister for appointment.



PAY PACKAGE:


The Chief (PMO) shall receive pay package of MP-I Scale in accordance with the Management Scale Policy, 2020 amended time to time and available at websites of Establishment Division and Finance Division Govt. of Pakistan.

LEAVE:


The Chief (PMO) shall earn leave in accordance with the Management Scales Policy, 2020 (amended time to time).


CONFLICT OF INTEREST:


The Candidates for appointment as Chief (PMO) shall have seek retirement from his existing Department and post or his appointment shall be subject to acceptance of resignation from designated authority and shall not, during his term of office, engage himself in any other service, business, vocation or employment which may have any direct or indirect effect on his performance as Chief (PMO).


CHIEF (PMO) TO BE PUBLIC SERVANT:


The Chief (PMO) appointed under these rules when acting or purporting to act in pursuance of any of the provisions of these rules shall be deemed to be a public servant within the meaning of section-21 of the Pakistan Penal Code (Act XLV of 1980).


TERMINATION OF CONTRACT:


The contract of Chief (PMO) shall be terminated according to the MP Scale Policy, 2020 with one month\\\\\\\'s notice on either side or payment of one month\\\\\\\'s basic pay in lieu thereof.


MONITORING AND EVALUATION:


The performance of Chief (PMO) shall be monitored by the Additional Secretary/Special Secretary and Secretary IT&T. The Chief (PMO) shall report to the Secretary, IT and Telecom through the Additional Secretary/Special Secretary, IT&T.


APPLICABILITY OF OTHER RULES:


In respect of matters not specified here, the laws, rules, policies corresponding level of Civil Servants shall be applicable as per MP Scale Policy, 2020 of the Federal Government.
