Job Description:

Our Client The Ministry of National Food Security & Research (MNFSR) seeks to engage a highly qualified and experienced professional as Food Security & Agri Export Promotion Consultant under the SPPS-II program. The Consultant will be responsible for enhancing Pakistan’s agricultural trade competitiveness, improving food security, and aligning domestic agricultural exports with international safety and quality standards (such as Codex Alimentarius, WTO-SPS, and WOAH).

The Consultant will support export policy formulation, trade facilitation, market access, stakeholder capacity-building, and promotion of compliance with international regulations.

REQUIRED EDUCATIONAL QUALIFICATIONS:

  • Master’s degree in Agriculture, Agricultural Economics, International Trade, or a related discipline from an HEC-recognized national or international university.
  • Additional certification or short course training in SPS measures, food safety, international trade, or Codex Alimentarius, MBA will be considered an asset.

REQUIRED EXPERIENCE:

  • Minimum 15 years of professional experience in the agri-export, agri-supply chain, value addition, agri-management, or agricultural trade development sector.
  • Experience in policy development, legislative implementation, and regulatory affairs within the agriculture sector is essential
  • Strong knowledge of internationally recognized food safety and phytosanitary standards, including Codex Alimentarius, WTO-SPS, ISPMs, and WOAH.
  • Experience in supporting market access, export promotion, and coordination with international trade bodies is desirable.
  • Excellent negotiation and communication skills are essential.

JOB DESCRIPTION

  • The Food Security & Agri Export Promotion Consultant will:
  • Conduct comprehensive reviews of national and international agricultural trade policies,regulations, and compliance frameworks.
  • Guide the diversification of exportable commodities with a focus on high-end markets.
  • Identify production bottlenecks and value chain inefficiencies that hinder trade competitiveness.
  • Develop and recommend policies for alignment with SPS, Codex, ISPM, and WTO frameworks.
  • Map sanitary and phytosanitary (SPS) measures of importing countries and provide export guidance.
  • Support training and capacity-building programs for farmers, regulators, and exporters to comply with food safety standards.
  • Coordinate stakeholder engagement with federal/provincial authorities, private exporters, and international organizations.
  • Facilitate pre-feasibility studies and private sector investment in agricultural export development.
  • Provide technical input in trade-related dialogues, negotiations, and policy processes.
  • Prepare and disseminate trade-related data, policy briefs, and market intelligence reports.
  • Support the implementation of traceability and compliance mechanisms for exportable commodities.
  • Any other assignment given by the Ministry.

DELIVERABLES:

  • Develop and approve a trade policy and SPS compliance status report within the first 4 months.
  • Develop and approve at least 4 policy documents or strategic frameworks developed annually on agri-export or food security.
  • Develop and approve proposals for new markets, commodities, and trade linkages.
  • Develop and approve at least 10 training programs conducted for farmers and value chain sactors on GAP, Codex, and SPS standards.
  • Develop and approve two annual analytical reports on trade trends, policy gaps, and strategic recommendations.
  • Develop and approve documentation of stakeholder consultations, market studies, and implementation progress.

JOB TENURE:

  • Initial one-year contract, extendable subject to performance and organizational requirements under the SPPS Policy.
